I have a labrador that had a lot of hair loss, I had it trimmed and never grew hair again, is it normal?

This is a very interesting question, this case occurs with many people who end up having dogs sheared that do not usually shear, usually due to the heat or excessive shedding. Post-shear Alopecia, a name known from the picture described, occurs due to the period in which the hair is found.

Some animals have a constant growth of hair and others reach a period in which the grooming can oscillate either a permanent loss of the hair cover or a delayed growth of the hair, greatly increasing the time that the animal will take for a complete coverage of hair.

So always before having your dog sheared consult a veterinarian, for the certification (according to the breed and age of your animal) that the hair will grow again.
